A seven-member personnel merit system commission will be established in the following manner:
(a)

The mayor will appoint three (3) members.

(b)

The city council will appoint two (2) members.

(c)

Local Union 2388, A.F.S.C.M.E. Union will elect one (1) member.

(d)

A permanent employee of the city's classified service will be elected by the city's classified service employees who are not members of a union.
